Empirical · confident notice dates only
Among 18 reviewed section 13 decisions with a confident notice date and comparable rent fields, the assessed single figure was below the notice proposal in 16 and equal in 2; the median difference was -6.2%.
Two reviewed decisions have NOT_STATED notice dates. They contribute only to non-regime document themes and field-availability counts.
Method
Search results are filtered to MNR/MRA documents. Only a source span explicitly confirming section 13 is eligible for outcome statistics. Numbers retain a semantic role, party, source span and confidence. A field remains NOT_STATED or ABSTAIN when the role cannot be assigned safely.
A case and a document version are distinct. Amended or replacement versions supersede earlier versions through the full chain before any aggregate is recomputed. Geography follows postcode → local authority → region with a recorded confidence; fixture geography uses the reviewed lookup.
Assessed and payable amounts are equal in the reviewed table because each decision publishes one market-rent figure. They remain SINGLE_FIGURE; cap_applied stays ABSTAIN. Equality does not prove that no cap operated.

Every field is counted in exactly one state. KNOWN_ZERO is distinct from unknown; SINGLE_FIGURE is distinct from a separately stated assessed/payable pair.
